About Department :
Andhra Pradesh Survey & Land Records deals with surveys of all Revenue villages & Municipal Towns for land administration. They include initial/resurvey, supplementary/revision surveys.
The Department is also responsible for maintenance of surveys and updation of Land Records.
The Department is handed by Commissioner of Survey, Settlements & Land Records, who controls two wings viz., i) Survey & Land Records and ii) Settlement.
The Commissioner of Survey, Settlements & Land Records is assisted by Joint Director, (Admn) in all administration matters while he is assisted by Deputy Director (HQ) & Assistant Director (HQ) in all technical maters. Further Joint Director (Settlement) assists Commissioner of Survey, Settlements & Land Records in dealing with settlement issues.
At District level, the Joint Collector monitors Survey & Land Records issues, taking assistance of Assistant Director, S&LRs & Inspector of Survey.
At Tahsil level the land survey is looked after by Tahsildar with the technical support from Mandal Surveyor. The day to day works of Mandal Surveyor in the Revenue Division are supervised by a Deputy Inspector of Survey, who works under control of Revenue Divisional Officer.
Regional Deputy Director, co-ordinates between Head office & District Offices. He inspects both administrative and technical matters.
Public Services :
1) Demarcation of field boundaries
2) Creation of new Subdivision boundaries and preparation of Sub-division records.
3) Issue of certified copies of Land Records.
Government Service :
All Government related works like General Land Acquisition, land alienation, assignment of Government Land are attend by Government Surveyors.
About Survey Systems :
In Andhra Pradesh, two different survey systems are in existence one is D&O System in entire Andhra region and Martawada system in entire Telagana region.
Basic records :
1. Andhra Area
RSRs (Also known as Diglott, Permanent A-Register or Settlement Fair Adangal (SFA)
2. Telangana Area
In Telagana region apart from above, the following important registers are also maintained in
Citizen Charter :
Fixation of boundaries :
1) Petitions received through the Special Cell............................ 15 days
CM Peshi, Commissioner & Collector.
2) Fixation of boundaries (F-Line petitions)................................. 30 days
3) Appeal petitions (Dy.Inspector / Inspector).............................. 60 days
4) Appeal petitions (Asst.Director)................................................. 90 days
Original demarcation :
Any person desirous of knowing his field boundaries should initially apply to Tahsildar concerned duly remitting prescribed fee. The petition will be disposed of in according with provisions of BSO 20.
Any person aggrieved with demarcation done by surveyor can appeal to Revenue Divisional Officer concerned, who will arrange for survey by Deputy Inspector of Survey.
Any person aggrieved with demarcation by Deputy Inspector of Survey can appeal to Assistant Director who will arrange survey by Inspector of Survey.
Assistant Director is the final authority for survey on appeal in district level.
Sub-Division Survey :
Any public interested in sub-division of his land shall apply to Tahsildar. The subdivision will be created by Mandal Surveyor and scrutinized by Deputy Inspector of Survey. The Subdivision will be sanctioned and mutated by Tahsildar.
Availability of Land Records :
In Andhra area, land records are maintained at village level, Mandal level and state level at Central Survey Office.
In Telangana area, land records are maintained at District level only. However village maps are maintained at state level.
Town survey records are maintained in Municipal Office (Block map, Town Survey Land Register)
Tahsildars / Assistant Directors/Central Survey Officers are authorized to supply copies of Land Records to public after prescribe fee is remitted.
